Paint.Net is not crap. Though I use sketchfu and Paint, I think they are good in my opinion.

You can only choose from this many brushes and colours, You can't add any affects or extras. With Gimp you have many, many brushes, And you can download thousands, Plus you can add blinking effects.
In my opinion, Its crap on sand.

ive been using pain which i do agree is kinda hard and not fun to use lol well i downloaded himp and im gonna try it now.

You know, paint isn't that bad. You just have to learn how to use it. It's not the program that makes the art, it's the artist, and how the artist uses the tools he or she has. Practicing on paint and then moving onto higher programs is a better idea.
