Does your cat have to have a mate thats in his/her clan?

Your cat cannot be mates with another cat from another clan other then your own. Because really their not supposed to. So yes you have to have a mate in your own clan. Although your not obligated to even have a mate.

That depends, because you would have to meet them either at the Gathering, or with permission from staff, at the border.
