(Well, it depends. I'm sorta hoping Jai (Wildstar) Will make leaders pick certain cats to go to the gathering, But if not all apprentices, warriors, ect. are allowed. Just not kits.)

(Since when have kits been allowed to go to the gatherings?! They don't even allow them in the books -.-
I mean, if we don't allow them out of camp on any average day, why let them out to go to a gathering? Plus, just because the truce is supposed to be held, doesn't mean it will be.)

(Well even though this is a site on the Warrior books we have that little aspect of the warriors world changed. If you don't believe me then ask Jaimie or any other memeber of the senior staff. It'll be a waste of time though. They'll just tell you the same thing I did. Also, to answer your question: Since the site started.)
