I'm usually too nice when it comes to art beginners coz I'm not exactly Picasso Jr. myself. Lets start off with the good, hm? The pose is very cute, and seems about right. Not too stiff (is that the word for it?!?). The balloon strings a pretty good in my opinion. However, the background would look better with clouds, maybe even a bird or something. And the cats head and tail has room for improvement. The nose and mouth should be closer to the side of the cat's face, and the nose could be more triangular. The head is too round and the ears shouldn't be so big or pointy.
I would suggest starting with lineart rather than lineless, and looking at real cats for better anatomy. The way I found my current style was by looking at other peoples art, until I got an idea of was stuff I liked about their art and comparing it to mine. So you could try that too.

Erm, a cat's face isn't that round. I can't tell where legs start and the body ends. The balloons should be a little tilted for being rubbing against each other like that. It just needs a little more work in general, but it's not a bad start. :3
