Okay, I am fairly sure the answer to this is no, but can kittypets/loners/rogues join Clans? I don't mean by just moseying up to the joining thread and posting there, but do staff members ever give permission to do this?

I'm asking because the "kittypets" board states:

or try your luck at journeying out to a clan and try joining it.

Any replies would be appreciated.

It depends on the person. I occasionally allow it, although you can't be apart of a clan, leave to be a rogue, and then go back and try to join another clan. If you are one of the outside-of-clanners and wish to join a clan, I suggest asking the leader of that clan before you go and post. :D

You need permission from the leader, some do it occasionally but sometimes it's rare. Though Rockclan is the one most likely to accept an outsider cat. You'd need to pm Venomstar.
