I suggest going to picmonkey.com
It's a really easy to use site, and it shouldn't take you longer than a couple of minutes to get everything done.
But, until you resize the picture, remove it. Even if you're trying, you can't just keep it in your signature.

Or put it in Paint, right click and do select all, right click again and do resize, change it from percentage to pixels, and set it to the right size. Assuming you have a version of paint that can do this.
