I don't have a plan for this, but I would like to know.
If a Clan is closed for joining as a kit, can someone join it as a rogue?
I am guessing no, but I just wanted to see if I was right.

With a leader's permission, yes. But I don't suggest bothering them. If you want to join the specific Clan so badly, I suggest waiting. Really I suggest not making new accounts if you have 5, but whatever. eue
