Vww isn't an art site, so there is no way of cropping pics. You'll have to use something like imgur, but you said you can't upload pics, so idk.
Paint works too.

A good way to do it, as Littlepool said, is imgur. I think I'll just go into some detail. Hope it helps! So, go to www.imgur.com. Then upload your photo. From there, you can choose to edit the photo (Make sure that you are on the computer version. Then from there, you can resize it to VWW's max size 600x400. Then from there, save it, and copy and paste the codes from there.

If you deviantart, there is a way to take them from it. you pull up one of your pictures, with your mouse cursor on the picture, click the right side and it should pull up a list, click: copy url and then go to whichever site you want to put it at, right click again, then click: paste then the url for the picture should come out. Put the [/img]'s outside the url's and you should have your deviantart picture tooken straight from deviantart. I hope this helped.

You can also just use your computer's Paint program...

But when you save it it saves the pic as a different size on paint.....so I would just use imgur. Then you can crop it AND make sure the size is acceptable for this website. >.<

Saving it on paint doesn't change the file size. Anyway, this question has been answered multiple times. -lock-
