But you haveta fill out a form, ask staffers permission, get the right amount of memebers, etc.

I really can't answer this question. I had no idea that you couldn't create threads in that board. I'll see if Jaimie had any reason for it, but right now, I can only assume that people were flooding that board with proposed ideas that were obviously not going to happen, and since we very rarely added any clubs, she probably just closed it down.
Again, very unsure.
