No, private messages are exactly that. Private. Not even admins can see ones that aren't sent to them.

...I meant that staffers literally can't see PMs not sent to them, not that they actively refrain from it, but alright.

However, that doesn't mean that you should be sending inappropriate messages to someone else, as other people can tell on you.
