So, if you want something special about your cat, like deafness or blindness, who would you ask for permission?

As far as I know, you really don't need permission from any of the staff in order to have your character have a disability. We don't usually encourage those things, but if you want to you can.

Being born blind or deaf or mute doesn't require permission. Getting blinded by a fox, or getting your leg chomped off by a badger, does however.

You should ask the leader of your respective clan for permission before something happened, either IC or as part of your history.
