Are DeathClanners allowed to have NPC parents?

Yes. In fact, you'd need permission for your DeathClan cat to have known parents.
No one's born in DeathClan anyway, so we don't have queens. Your character would just arrive with a kittypet/rogue/loner background (roleplayed or not, it doesn't matter).
