So the new boards (or, old I guess), are DeathClan cats allowed to RP in those without staff permission?

If you mean the Plains, Twolegplace, and Badlands… then yep! This is mentioned in DeathClan's rules. You don't need to ask if you want to post in the other "Cats Outside the Clans" boards. :3

Cool, thanks! Also, I'm pretty sure I've already read this, but.... Clan cats need permission to post there, right?

Yes - all other groups must stay inside their respective boards. The limits are just a bit looser with the outsider boards. However, if you want your character to trespass as part of a plot, you're free to ask for permission.
