So in the rules it says only Queens can have kits.
But I see in the Mother threads that there are some temporary queens.
What are the circumstances that allow that?

That requires permission from your Clan leader, or from an admin, I believe. They aren't staff and once their kits are apprentices [or if they go inactive I believe] they go back to warrior duties. But they are still considered warriors.

Il add, there is temporary queen rewards in contests, so that's one reason as well.

Yes, mostly all of the current she-cats who aren't Queens but have kits are some of the recent contest winners.
A couple of others either earned it, or asked the right person at the right time and were polite about it.
Like Sootstripe side, to have kits as a Non-Queen, you need staff permission, or you can win a contest with kits listed as a prize.
