I am just thinking out loud here, but is forbidden love (e.g different clans) permitted if you get staff's permission? I am just wondering that, I don't know xD

You'd need staff permission if you actually wanted kits, but actually meeting on the border and having a relationship is fine without staff permission. However, if you are caught, you should be prepared for your characters to face In-Character clan punishments
