Can non-clan cats have siblings that aren't NPCs if both siblings are owned by the same person?

Yes. I'm pretty sure most Clanners do that, and I know some rogues that do it. So feel free. Just don't say that real accounts have had kits, unless you got permission. Having NPC parents with playable siblings actually seems to be a trend right now.
