By Private Chats I'm going to assume you mean sending messages back and forth privately between yourself and another member. To do so, click on the 'Messages' button in the navigation tab up the top of the website. Once you've done that just press 'New Message' and put the username of the people you want to message in the little 'recipients' box. You'll see a space to write both your message and a subject title. Nice and easy!
